With reference to Sir Cecil Clementi's telegram
of the 21st April, 1928, I have the honour to enclose
copies of the Report of the Committee, consisting of the Chief Justice, Sir Henry Gollan, Chairman; Mr. T. M.
appointed
Hazelrigg M.C and Mr. T. Dallin, to enquire into certain
defalcations and irregularities which have taken place
in certain Government Departments, and to make
recommendations for safeguarding the collection of
Revenue and the prevention of financial irregularities
generally in Government Departments.

I hope soon to be in a position to address you
more fully with regard to the findings and recommendations
of this Committee, which are now receiving the careful
consideration of the Government.
